Mr. Hoover is an investor and entrepreneur with over 20 years of experience in media, tech, defense, health care, and venture capital. He is a co-founder & partner of MCON, the largest event celebrating military culture, serves as Chair for the American Legion’s, Be the One platform, focused on brain health and preventing veteran suicide, advisor to Founders Factory, a London based venture capital firm. He is the CEO & Founder of IMPCT Group, a brand strategy and data analysis agency that works with organizations to deliver outcome-driven impact strategies focused on the military community. Mr. Hoover is an advisory council member of the Department of Veterans Affairs Veterans Health Venture Studio and he has executive produced over 50 films, television shows and documentaries telling stories focused on the military community.


A strategic and passionate leader, Mr. Hoover has been involved in numerous start-ups, capital raises, and over 22 M&A transactions. During his career he has worked across numerous sectors including defense, health care, entertainment, gaming, sports, festivals, and tech. He has advised global brands including MGM Resorts, Informa, Greater New Orleans Sports Foundation, Vivendi, and Las Vegas Sands Corp.            

Prior to starting his professional career, Mr. Hoover served in the U.S. Marine Corps. Mr. Hoover graduated cum laude from New York University, holds a MBA from The Florida State University and is a graduate of Harvard Business School’s executive programs; the Business of Entertainment, Media & Sports, Venture Capital and Private Equity and the Harvard School of Public Health’s certificate program in Leadership Strategies for Information Technology in Health Care.    

He is a board member of Grunt Style Foundation, a non-profit dedicated to preventing veteran suicide, the Internet Marketing Association, and is an investor and advisor to Feathr, INK Games, Chptr, OTSY, and other venture backed startups. Mr. Hoover lives in Southern California with his wife, two sons and yellow labs, Tucker and Winnie Cooper. In his spare time, he enjoys surfing, diving, and mountaineering as often as possible.
